If your entry of service is 18/09/2004 and your basic on 01/09/2013 is 21240, then your pay
as on 01/07/2014 in the pre-revised scale is 21240 completed years is 9 years.
Your new basic will be Rs.42500/- and next increment due on 01/09/2014 and pay will be 43600/- as on 01/09/2014.
An easy formula for computation is given below:
If your Basic Pay as on 01/07/2014 is P and Completed years will be N,
then Pay is
1) If P < 16580, new Basic is P*1.8 + 2000 + P*N/200
2) If P > 16580 and ( P*0.12 + P*N/200 ) < 12000,  new Basic is P*1.92 + P*N/200
and
3)If  P > 16580 and ( P*0.12 + P*N/200 ) > 12000,  new Basic is P*1.92 + 12000
